Loading Umpires

I've added umpires to my database, in two steps. Didn't even bother with umpire id's, which will I'll do later when I feel like doing something with umps.

This script crawls your downloaded game files and loads all the umps for the season

This crawls and assigns home plate umps to games - yes the scripts could've been combined.
